A Code of Practice for those working in the Arts in Criminal Justice sector will hopefully aid our professional image and enhance the profile of the sector as a whole.

ARTS IN CRIMINAL JUSTICE CODE OF PRACTICE
A productive meeting of the arts in criminal justice Code of Practice steering group was held by Anne Peaker Centre on Wednesday 31st October. The minutes can be viewed below, and responses to the developments so far are very much welcomed. All responses, thoughts and questions on the proposed Code of Practice should now be submitted to this blog.

The Government’s moving forward in developing an arts strategy for the criminal justice sector is welcomed and with this comes an opportunity to further influence commissioners to engage arts professionals in helping to deliver their objectives for rehabilitation.
Now is the time to ensure that as a sector, we are consistent in our delivery of high-quality services. Anne Peaker Centre believes that the formation of a Code of Practice could help achieve this.
We took the feedback received from those who had attended the Anne Peaker Centre event in February 2007 ‘Setting the Standard’ and looked at the example of the Code of Practice set up by Music Leaders (www.musicleader.net/codeofpractice). The Steering Group then sought to answer the following questions and provide proposals for the sector to consider:
What is a Code of Practice?
Who should sign up for it and why?
1. ‘What is a Code of Practice (CP)?’
It is proposed that we adopt the code of practice definitions from Music Leaders with following adaptations:
The Code of Practice sets out in detail what is considered to be best practice by the sector. The Code of Practice sets out key professional practice principles that all arts practitioners working in the criminal justice sector should abide by in order to deliver safe, responsible and quality work to those who hire their services. It is not a quality assurance but rather assurance that practitioners are committed to quality – and therefore it is the practitioner’s responsibility.
It was noted that the CP could be reviewed and updated from time to time.
2. ‘Who should sign up for it and why?’
Individual arts practitioners.
Arts organisations. Freelance practitioners hired by the arts organisation for a particular project would be covered by this same CP the organisation had signed up to.
Criminal justice professionals eg. Probation officers and Prison Governors.
Government would need to recognise its validity.
Endorsement by the prison service, Youth Justice Board, Ministry of Justice, DIUS, NOMS and DCMS would strengthen it.
Suggested benefits of signing up
It would enhance the practitioner’s reputation.
Prison service endorsement of those signed up to the CP could create increased commissioning opportunities for those who signed up for it. As it would indicate to commissioners that these practitioners are committed to delivering quality work and therefore they can reasonably expect certain standards of delivery from them.
Point of reference for commissioners.
Helpful attribute to state when applying for funding.
It is a resource for practitioners that signal a commitment to a professional approach and attitude.
It would be a way of helping to safeguard professional practice and conduct.
It would be a document for both commissioner and practitioner could refer back to and hold as arbiter of disagreements in delivery standards.
Those signed up would be posted on Anne Peaker Centre and the Arts Alliance websites.
It will help to gain the recognition that this profession deserves.
Action
Sam Mellows will check will Music Leaders to see what systems they have in place, should their CP should be broken and they themselves receive a complaint.
Sam will also check with them to see whether happy for us to adopt and adapt the wording from their CP.
Anne Peaker Centre will be setting up a blog facility on their website for responses to these suggestions and for practitioners to answer the question: ‘What might a CP include, that is, what would be the key professional practice principles we should abide by?’
